On motion of Councillor McGuire
Seconded by Councillor Mott
RESOLVED that the Committee of the Whole open session be called to
order.
Question being taken, the motion was carried.
Jacqueline Hamilton of the Planning and Development Department stated that the presentation
will focus on the preliminary ideas on choices for growth and change adding that they have
focused on specific areas for growth. She suggested that the team is looking for input from
Council and other stakeholders before the public presentation session scheduled for October
14th. She stated that members from Urban Strategies and Hemson Consulting will be providing
information with respect to preliminary aspects of the project.
Cyndi Rottenberg Walker and Mark Reid of Urban Strategies Inc. stated that they are looking for
feedback from Council with respect to their view of the areas that should be focused on for
growth and change and to ensure that there are no other areas of focus that Council would like
to identify. Ms. Rottenberg Walker stated that once feedback is received from Council, a further
recommendation will be brought before Council for its endorsement.
Deputy Mayor Chase entered the meeting.
Urban Strategies proposed options for Council to consider adding that the base case, or do
nothing approach, can be used as an evaluation tool to measure the other two options. Ms.
Rottenberg Walker indicated that the first option prioritizes future development in the more
urban areas of Saint John and that the second option has a more distributed approach adding
that half of the growth would occur in the urban areas and the other half in the suburban areas
of the city.
A representative from Hemson Consulting addressed Council and explained the fiscal impact
analysis process, adding that it is an analytical tool used to assist municipalities in its

assessment of the financial impact of managing growth and development. He further added
that the process will provide a comparative analysis of the three scenarios and provide
information in terms of what the proposed development will mean financially to the municipality.
Prior to closing, Council offered its input on the proposed scenarios. Jacqueline Hamilton stated
that prior to the open house scheduled for October 14 at Simonds High School which will
include a youth engagement component, a further update will be provided to Council on the
suggested recommendations and focus areas.
