1999-09-27_Minutes 87 -698 COMMON COUNCIL SEPTEMBER 27,1999 At a meeting of the Common Council, held at the City Hall in the City of Saint John, on Monday, the twenty-seventh day of September, AD., 1999, at 6:30 o'clock p.m. present Shirley McAlary, Mayor Deputy Mayor Chase and Councillors Ball, Chase, Court, Desmond, Fitzpatrick, Titus, Trites, Vincent and White - and - Messrs. 1. Totten, City Manager; J. Nugent, City Solicitor; A Beckett, Commissioner of Finance and Commissioner of Corporate Services; P. Woods, Deputy City Manager; J. C. MacKinnon, Commissioner of Environment and Development Services; P. Groody, Commissioner of Municipal Operations; Mrs. M. Munford, Common Clerk; and Ms. C. Mosher, Assistant Common Clerk. MeetinQ Called To Order - Prayer Mayor McAlary called the meeting to order and offered the opening prayer. Mayor McAlary noted that the purpose of this special meeting of Common Council was to consider two items, one being a Committee of the Whole recommendation regarding the proposed sale of the Old General Hospital property, the other being the City Manager's report regarding Contract 99-21, Rothesay Avenue street reconstruction. 1. Old General Hospital Property Read the report of the Committee of the Whole (as follows) To the COMMON COUNCIIL of the City of Saint John The Committee of the Whole reports Your Committee reports that it sat on Monday, September 27, 1999, when there were present Mayor McAlary, Deputy Mayor Chase and Councillors Ball, Chase, Court, Desmond, Fitzpatrick, Titus, Trites, Vincent and White, and your Committee submits the following recommendation, namely: 1. That as recommended by the City Manager, Common Council authorize the sale of the Old General Hospital and Nurses' Residence sites on Waterloo Street, identified on the submitted plan as NBGIC Numbers 55048334, 14514, 13326, 14522, 14530, 16105, 16113, 16121 and 16139, to Matrix Management Inc., for the purchase price of $650,000 (plus HST if applicable); the closing date to be on or before September 30, 1999, and the previously forfeited deposit of $45,000 be credited as a non- refundable deposit on this transaction; and the Mayor and Common Clerk be authorized to execute the deed, to be in the name of Matrix Properties Ltd., as requested. On motion of Councillor Desmond Seconded by Councillor Ball RESOLVED that the above report be received and filed and the recommendation therein be adopted. 87 -699 COMMON COUNCIL SEPTEMBER 27,1999 Councillor Fitzpatrick advised that, while realizing that this is a new offer, he would not be supporting the above resolution based on his previous comments about extensions. Question being taken, the motion was carried with Councillor Fitzpatrick voting "nay". 2. Tender For Contract 99-21 On motion of Councillor White Seconded by Councillor Ball RESOLVED that as recommended by the City Manager, Contract 99-21, Rothesay Avenue street reconstruction, be awarded to the low tenderer, Nautilus Construction & Rentals Ltd., at the tendered price of $528,635.78, as calculated based upon estimated quantities, and the Mayor and Common Clerk be authorized to execute the necessary contract documents.
