1997-11-12_Minutes 86-717 COMMON COUNCIL NOVEMBER 12, 1997 At a meeting of the Common Council, held at the City Hall in the City of Saint John, on Wednesday, the twelfth day of November, AD. 1997, at 4:15 o'clock p.m. present Shirley McAlary, Mayor Councillors Arthurs, Ball, Brown, Chase, Fitzpatrick, Gould, Knibb, Trites and Vincent - and - Messrs. 1. Totten, City Manager; J. Nugent, City Solicitor; A Beckett, Commissioner of Finance; J. C. MacKinnon, Commissioner of Environment and Development Services; B. Fillmore, Assistant Deputy Chief of Police; J. McNamee, Assistant Deputy Chief of Police; Mrs. M. Munford, Common Clerk; and Ms. C. Mosher, Assistant Common Clerk. MeetinQ Called To Order Mayor McAlary called the meeting to order and, having made the observation that, as it has been the policy of the City of Saint John which includes the Saint John Police Department that Council discusses personnel issues in Committee of the Whole, advised that this meeting of Council would be recessed until 8:00 o'clock on this date. Councillor Brown asked to be heard and, upon the commencement of his comments, the Mayor noted that she had recessed the meeting. Following the above-mentioned recess, the Council meeting reconvened at 8:25 o'clock p.m., when there were present Mayor McAlary and Councillors Arthurs, Ball, Chase, Fitzpatrick, Gould, Knibb, Trites and Vincent, and Messrs. Totten, Nugent and Fillmore and Mmes. Munford and Mosher. The Mayor noted that the purpose of this meeting was the appointment of an Acting Chief of Police from 5:00 o'clock p.m., Friday, November 14, until such time as a new Chief of Police was in place. The Mayor expressed the view that Council, in discussing candidates for Acting Chief of Police in Committee of the Whole, did so in accordance with the City's policy to discuss all personnel issues in Committee of the Whole so as to protect the reputation, credibility and sensitivity of the people concerned; and advised that the resolution she was about to read had been discussed in Committee of the Whole earlier this date. On motion of Councillor Knibb Seconded by Councillor Vincent RESOLVED that Clarence Cogswell is hereby appointed Acting Chief of Police of the Saint John Police Force effective upon the retirement of Chief David J. Sherwood at 5:00 p.m. on November 14, 1997, and continuing until the appointment of a new Chief of Police or until the earlier termination of the "acting" appointment by the civic authority: AND FURTHER BE IT RESOLVED that while Acting Chief of Police Clarence Cogswell be paid Step 1 of Group 9. Question being taken, the motion was carried with Councillor Gould voting "nay". The Mayor declared the meeting adjourned. Common Clerk
