1995-02-24_Minutes 85-127 COMMON COUNCIL FEBRUARY 24, 1995 At a meeting of the Common Council, held at the City Hall in the City of Saint John, on Friday, the twenty-fourth day of February, AD. 1995, at 12:00 o'clock noon present Shirley McAlary, Deputy Mayor Councillors Chase, Coughlan, Gould, Knibb, McAlary, Rogers, Trites and A Vincent - and - Messrs. 1. Totten, City Manager; F. Rodgers, City Solicitor; P. Woods, Deputy Commissioner of Finance; J. C. MacKinnon, Commissioner of Environment and Infrastructure Services; K. Galbraith, Manager of Public Affairs; Mrs. M. Munford, Common Clerk; and Ms. C. Joyce, Assistant Common Clerk. MeetinQ Called To Order Deputy Mayor McAlary called the meeting to order, and advised that the purpose of this special meeting of the Common Council is to consider a resolution to cancel the public hearing scheduled for February 27, 1995 on proposed Municipal Plan and Zoning By-Law amendments for a sanitary landfill site at Crane Mountain, and to schedule a public hearing in this regard for a later date. Municipal Plan Amendment And Re-ZoninQ Crane Mountain Site Consideration was given to a report from the Planning Advisory Committee explaining why it is unable to submit a recommendation to Council on the application of Fundy SWAT for a Municipal Plan amendment and re-zoning for a sanitary landfill site at Crane Mountain and a Zoning By-Law text amendment, and why it has instructed staff to schedule the continuation of the Committee's meeting for a date in late March; and recommending that the public hearing scheduled to occur on Monday, February 27, 1995 be cancelled and a new advertised public hearing be scheduled by Council for a later date. On motion of Councillor Coughlan Seconded by Councillor Knibb RESOLVED that the February 27, 1995 public hearing of the application of Fundy SWAT for Municipal Plan and Zoning By-Law amendments for a sanitary landfill site at Crane Mountain on Highway 7 at the intersection of Highway 177, be cancelled, with the necessary advertising authorized for a public hearing in this regard on Tuesday, April 18, 1995 at 4:00 o'clock p.m. During discussion the Deputy Mayor, a member of the Planning Advisory Committee, elaborated on the Planning Advisory Committee's reason for the above request; and the mover and seconder of the proposed motion agreed to set a 4:00 o'clock p.m. time for the April 18 public hearing of the above matter in view of the suggestion that, by so doing, it would provide a longer period of time for those concerned to address Council. Councillor A Vincent expressed opposition to commencing the April 18 meeting at 4:00 o'clock p.m. in that some people cannot get off work at that time, and suggested that the meeting should be held at 7:00 o'clock p.m. as is normally done for public hearings. Question being taken, the motion was carried with Councillor A Vincent voting "nay". 85-128 COMMON COUNCIL FEBRUARY 24, 1995 Adiournment On motion of Councillor Knibb Seconded by Councillor Trites RESOLVED that this meeting be adjourned.
