OCTOBER 19, 1992
At a meeting of the Common Council, held at the City Hall in the City of
Saint John, on Monday, the nineteenth day of October, AD. 1992, at 4:00 o'clock p.m.

Father W. Fitzgerald of St. Patrick's Roman Catholic Parish offered the
opening prayer.
On motion of Councillor Knibb
Seconded by Councillor Gould
RESOLVED that minutes of the meeting of
Common Council, held on Tuesday, October 13, 1992, be approved.
Question being taken, the motion was carried.
The Mayor commented on a mini-bazaar held on October 2 by three day
care centres in the City which raised over $200 for the United Way Campaign; and
commended the following winners of the colouring contest, whose coloured pictures
she displayed at this time: 2-year old Casendra Thomas of the Saint John YM-YWCA
Day Care Centre, 3-year old Katy Given of the South End Day Care Centre, and 4-year
old Jeffrey Green of the Centenary-Queen Square Day Care Centre for their colouring.

The Mayor advised that the Housing and Property Management
Department, in conjunction with the Saint John Police Force, will be hosting an open
house on October 28 at the Somerset Centre on Somerset Street for the purpose of
offering the citizens of Saint John North the opportunity to view the plans for the new
North District Police Headquarters and to answer questions and receive comments
about the plans for neighbourhood policing.
(Councillor Rogers entered the meeting.)
The Mayor proclaimed Sunday, October 25 as Columbus Day in
recognition of the charitable and community work carried out by the Knights of
Columbus; October 25 to 31 as Pastoral Care Week; and October 18 to 24 as
Municipal Awareness Week, in the City of Saint John.
Councillor Knibb extended condolences to the family of the late Mr.
George Stears, a recent member of the Saint John Board of Police Commissioners,
who passed away on October 16; and the Mayor extended a message of sympathy to
the family of the late Mr. Jack Comeau, an architect who had served on the
Preservation Review Board, who passed away on October 17.

RESOLVED that the Common Council
of the City of Saint John extend a message of sympathy to the families of the late Mr.
George Stears and the late Mr. Jack Comeau.

Question being taken, the motion was carried.
Read a letter from Mayor Wayne submitting a copy of a letter from the
President of the Federation of Canadian Municipalities advising that FCM has accepted
the Chairmanship of the Communications Sub-Committee for the National Task Force
on Packaging, which can be used as an opportunity to advance and promote the
implementation of the targets and policies in the National Packaging Protocol, and that
the first activity of the Sub-Committee targeted at consumers is a Christmas campaign
in major shopping centres across Canada to communicate the objectives of the
National Packaging Protocol; also advising that, ideally, FCM would like the booth to be
staffed by a representative from Environment Canada, the Provincial Ministry of the
Environment, and a representative from the local municipality; and requesting that the
City of Saint John appoint a representative to assist in staffing the booth. The letter
suggests that Councillor Chase, who sits on the Environment Committee, assist at the
booth with the help of Claude MacKinnon.

RESOLVED that FCM President Margaret
Delisle be advised that Councillor Derek Chase and Commissioner of Environment
Claude MacKinnon will assist at the National Packaging Protocol booth in this area on
November 26 - 28.

RESOLVED that as recommended by the
City Manager, a sum of money, certificate of deposit, letter of credit or guarantee in the
amount of $73,000 be accepted from Galbraith Equipment Co. Ltd. as security to
ensure the rehabilitation of the gravel pit at 395 Manchester Avenue (NBGIC Number
408294).

RESOLVED that as recommended by
the City Manager, contract 92-25, Coburg Street reconstruction, be awarded to QM
Construction Ltd., at the tendered price of $113,811.50, as calculated based upon
estimated quantities, and that the Mayor and Common Clerk be authorized to execute
the necessary contract documents.
Councillor A. Vincent asked if the specifications for the above contract
call for shift work or only one shift a day on the basis that, in his opinion, in view of the
current rate of unemployment, the City should insist on two or three shifts a day, to
which Mr. Robichaud replied in the negative in that the City allows contractors to bid
and make up their own work schedule, and the only stipulation for contract 92-25 is that
the work must be completed in 40 days and, if the contractor takes longer than 40
days, he is subject to liquidated damages for any inspector, surveying or any other
costs expended relative to the job continuing on.

Read a report from the City Manager advising the breakdown of the two
proposals received for the revision of the City's promotional videos, and that Carota
Films extended an offer of a 15% discount if all three jobs are awarded to it, bringing its
overall quote to $34,879.78, and Mindseye extended a price of $40,000 of all three jobs
are awarded to it; and submitting a recommendation in this regard.

RESOLVED that as recommended by
the City Manager, the proposal of Carota Films, at a price of $34,879.78, taxes
included, be accepted for the revision of the Tourism Department's three promotional
videos.
(Councillor M. Vincent entered the meeting.)
Question being taken, the motion was carried.
Consideration was given to a report from the City Manager advising that
Grey Ledge Developments Ltd., for which Common Council by resolution of August 4,
1992 approved a Housing Through Infill Development grant of $103,590 relative to a
development on Newman Street, no longer holds an option on the property which
means that it no longer qualifies for H.I.D. funding; explaining that, while it was
proposed that the Provincially-owned land would be transferred to Grey Ledge
Developments Ltd. and it was on this basis that the H.I.D. application was processed,
the Province subsequently decided it would transfer the property directly to Saint John
Non-Profit Housing Inc., the Newman Street project being a joint development of the
Province, Grey Ledge, the Rotary Cub and Saint John Non-Profit Housing Inc.; also
explaining, if H.I.D. funding is approved on behalf of Saint John Non-Profit Housing
Inc., it would then assign the agreement to Grey Ledge Developments Ltd.; and
submitting a recommendation for Council's consideration.

RESOLVED that as recommended by the
City Manger, (1) Common Council resolution of August 4, 1992 relative to the approval
of Housing Through Infill Development funding for Grey Ledge Developments Ltd. be
rescinded; and (2) Common Council approve the Housing Through Infill Development
application from Saint John Non-Profit Housing Inc. relative to its project at 3 Newman
Street, such grant estimated at $103,590.

RESOLVED that the letter from The
Honourable Gerald S. Merrithew, Saint John's M.P., submitting information on the
Citation for Citizenship Award, and encouraging Council to nominate a person within
the organization, with the closing date for nominations being December 1 -- be referred
to the Nominating Committee.

RESOLVED that the letter from Mr. RD.
Chandler asking that the City of Saint John donate the use of City ball fields to the
second annual Hideaway Sno-ball Tournament on February 13-14, 1993 -- be received
and filed and permission be granted for use of the ballfields in question.

Councillor Knibb initially proposed a motion to refer the above request to
the City Manager, whereupon the Mayor advised that the City Manager has informed
her that Mr. Robichaud has indicated that it is in order for Council to permit the use of
the fields.

RESOLVED that the letter from Mr. Ellis
J. Levine of Century 21 River-Valley Realty Ltd. advising that he has been authorized
by C.N. Real Estate to offer for sale a 4.6 acre property, with access off Egbert Street
which is off Thorne Avenue, adjacent to the lagoon behind the former Canada Packers
property -- be referred to the City Manager.
Question being taken, the motion was carried.
The Mayor congratulated the Cherry Brook Zoo on receiving its
accreditation as a zoological institution.
On motion of Councillor Coughlan

RESOLVED that a letter be forwarded to
Mr. Jack McNamara, Chairman of the Cherry Brook Zoo, extending congratulations on
the Zoo's accreditation.
