1992-07-08_Minutes 83-640 COMMON COUNCIL JULY 8,1992 At a meeting of the Common Council, held at the City Hall in the City of Saint John, on Wednesday, the eighth day of July, A.D. 1992, at 8:30 o'clock a.m. present Mayor Wayne Councillors Chase, Knibb, Landers, McAlary, Rogers, Trites and A. Vincent - and - Messrs. J. Brown, City Manager; F. Rodgers, City Solicitor; D. Wilson, Commissioner of Finance; C. Robichaud, Assistant City Manager - Operations; 1. Totten; Commissioner of Management Services and Assistant Treasurer; J. C. MacKinnon, Commissioner of Environment and Infrastructure Services; P. Groody, Commissioner of Human Resources; S. Bedford, Commissioner of Development Services; S. Armstrong, Director of Engineering; D. O'Leary, Director of Economic Development; J. Mcintyre, Manager of Staffing and Development; and Ms. C. Joyce, Assistant Common Clerk. The purpose of this special meeting was to consider the proposed working agreement and letter of intent between the City and CUPE, Local 486. On motion of Councillor Trites Seconded by Councillor McAlary RESOLVED that Common Council approve the submitted agreement reached by City negotiators with CUPE, Local 486, and that the Mayor and Common Clerk be authorized to execute the new Working Agreement on behalf of the City of Saint John, subject to its approval as to legality and form by the City Solicitor. Mr. Groody advised that, while the City unfortunately experienced a short strike, they were able to work around the problem and both the Union and the City have resolved the issue satisfactorily; and highlighted the major issues of the proposed working agreement, including a new article covering a future Protective Services Communication Centre that would be staffed by civilians in that these personnel would have the same no-strike provisions as do fire fighters and police officers, which is essential to making the system work; a clarification of the City's residency policy; a minor change relative to temporary assignments; clarification of the hours of work provision to identify who works what hours and what procedures would be applied when there is a change in those hours, as well as a change in the hours of work for recreation supervisors reducing the average requirement from 44 hours to a maximum of 40 hours averaged over 2 months, and also allowing some flexibility in utilizing the position of Cultural Officer, and the inclusion of a work schedule for C.P.I.C. operators in the Police Force; a change to bring vacation entitlement for long-service employees in line with the vacation entitlement for other employee groups which would give employees with 20 years of service 5 weeks vacation; the "grandfathering out" of the long-service pay provision; an update in the bereavement leave provision; the addition of a jury duty clause; and the provision of a two-year agreement, with a wage increase of 3% for 1992 and 2.5% for 1993. The Mayor commended the members of the negotiating teams in reaching an agreement and, with respect to the proposed Letter of Intent, suggested that, while she questions why job security became such an issue with the Union as it certainly was not Council's intent to lay-off employees, it is possibly related to the recession at this time. Question being taken, the motion was carried. 83-641 COMMON COUNCIL JULY 8,1992 On motion of Councillor McAlary Seconded by Councillor Landers RESOLVED that Common Council adopt the submitted Letter of Intent with CUPE Local 486, and that the Mayor and Common Clerk be authorized to execute the Letter on behalf of the City of Saint John. Question being taken, the motion was carried. On motion of Councillor Rogers Seconded by Councillor Trites RESOLVED that this meeting be adjourned. Question being taken, the motion was carried.
