COMMON COUNCIL
JUNE 10, 1992(2)
At a meeting of the Common Council, held at the City Hall in the City of
Saint John, on Wednesday, the tenth day of June, AD. 1992, at 6:30 o'clock p.m.
present

Councillors Chase, Coughlan, Knibb, Landers, McAlary, Trites
and M. Vincent

Wilson, Commissioner of Finance; P. Groody, Commissioner of
Human Resources; Mrs. M. Munford, Common Clerk; and Ms. C.
Joyce, Assistant Common Clerk.
The purpose of this special meeting of Common Council was to consider
a letter from the Saint John Regional Exhibition Centre Interim Committee with regard
to engaging a consultant.
Consideration was given to a letter from the Saint John Regional
Exhibition Centre Committee advising that it has been following a process in recent
months leading towards the hiring of a General Manager for the new Centre and, while
it has not as yet hired a full-time manager, is pleased to recommend to Council the
engagement of a consultant, Mr. Neil Campbell, to begin the initial planning for the
operation of the facility, and will report to and take direction from the Interim Committee
and work closely with the Commissioner of Finance who is the senior City staff member
assigned to provide administrative and financial support to the Committee; and
submitting a recommendation with respect to Mr. Campbell's engagement.
On motion of Councillor Knibb
Seconded by Councillor McAlary
RESOLVED that as recommended by
the Saint John Regional Exhibition Centre Interim Committee, Mr. Neil Campbell be
engaged as a consultant by the City to undertake the initial planning for the operation
of the Regional Exhibition Centre, commencing this date for a term to expire October 1,
1992 on the following conditions:- (1) direction will be given by the Saint John Regional
Exhibition Centre Interim Committee which will review his performance on a regular
basis; and (2) Mr. Campbell will be paid at the rate of $40.00 (Cdn) per hour and be
entitled to reimbursement for all reasonable and necessary expenses incurred in
connection with the performance of his duties; and that the Mayor and Common Clerk
be authorized to sign whatever documents are required for this consulting engagement.
The Mayor read a prepared News Release with respect to Mr.
Campbell's engagement, as well as concerning his proven record of profitable
management, and commended the members of the Saint John Regional Exhibition
Centre Interim Committee for their efforts in attracting a person of Mr. Campbell's
calibre to the City of Saint John.
Question being taken, the motion was carried.
On motion of Councillor Knibb
Seconded by Councillor Coughlan
RESOLVED that this meeting be
adjourned.
