Minutes of the Portion of the Committee of the Whole Meeting Open to the Public
Saturday, December 15, 2007, 8:00 a.m.

1. Meeting Called To Order
The Mayor called the Committee of the Whole meeting to order.

Saint John Water (Utility Fund) Proposed 2008 Operating and Capital
Budgets
The City Manager reviewed his submitted budget documents and Council members
made comments and asked questions related to the documents.
On motion of Councillor Titus
Seconded by Councillor White
RESOLVED that the Committee direct the City
Manager to proceed to open session of Council on Monday, December 17, 2007 with the
2008 operating budget as presented.
On motion of Councillor Titus
Seconded by Councillor White
RESOLVED that the Committee direct the City
Manager to proceed to open session of Council on Monday, December 17, 2007 with the
2008 Capital budget as presented.

On motion of Councillor Titus
Seconded by Councillor White
RESOLVED that the Committee direct the City
Manager to proceed to open session of Council on Monday, December 17, 2007 with the
2008 water and sewerage utility budget as presented.
On motion of Councillor Titus
Seconded by Councillor White
RESOLVED that the Committee direct the City
Manager to proceed to open session of Council on Monday, December 17, 2007 with the
2008 water and sewerage utility operating budget as presented.
Councillor Titus withdrew his motions in order for Councillor Ferguson to offer a different
motion.
On Motion of Councillor Ferguson
Seconded by Deputy Mayor Hooton
RESOLVED that the City Manager be directed to
report on the impact of a $.04 decrease in the tax rate for analysis purposes, without
cutting services.
Question being taken, the motion was defeated.
On Motion of Councillor Chase
Seconded by Deputy Mayor Hooton
RESOLVED that the City Manager be directed to
do an analysis on a $2 million budget reduction.
The Mayor declared that this motion is essentially the same as the previous motion
moved by Councillor Ferguson which was defeated.
The Committee directed the City Manager to make a list of questions on the issues
where there appeared to be differing opinions at this meeting, to be presented at the
next Committee of the Whole meeting open to the public on December 17, 2007, 4:30 –
5:00 p.m., at which time the Committee will vote on each issue.
Adjournment
The Mayor declared the meeting adjourned at 12:00 noon.
