Minutes of the Portion of the Committee of the Whole Meeting Open to the Public
Monday, November 7,2005,5:00 p.m.

1. Meeting Called To Order
The Mayor called the Committee of the Whole meeting to order.
2. Travel Expense Policy
The Commissioner of Finance reviewed the submitted City of Saint John Travel Policy
applicable to Council members, and distributed a Travel Expense Summary Sheet. He
clarified some areas such as meal allowance saying that receipts are necessary unless
the submitter chooses to apply the $50.00 per day allowance, adding that meals are not
claimable if they are included in conference packages or paid for by someone else.
Mr. Beckett advised that travel advances are available with 2 weeks notice if all previous
advances are settled. He also noted that expenses incurred for work on Boards and
Commissions are not tracked by the City, this being the responsibility of the particular
Board.
Referring to the present budget, Mr. Beckett advised that Council's travel budget is
overspent by $4,000. He also explained that a recommendation for an increase in the
mileage rate which is presently set at $0.30 per km., is forthcoming.
3. Discussion of Confidential Matters

Seconded by Councillor McGuire
RESOLVED that the public be excluded from the meeting for the
duration of the discussion on the following matter(s): Nominating Committee - Vacant
Position 10.2(4)(b); Personnel Matter 10.2(4)(b); Property Negotiations 10.2(4)(d), and
Legal Session - Potential Litigation 10.2(4)(g).
