Minutes of the Portion of the Committee of the Whole Meeting Open to the Public

1. MeetinQ Called To Order
The Mayor called the Committee of the Whole meeting to order.
2. Teach-in - AQenda ManaQer
The Common Clerk reviewed the steps taken in the last two years to implement an
electronic records management system, a portion of which was the implementation of an
electronic agenda process. Referring to a submitted outline, Ms. Blizzard, Project
Manager for the Agenda Manager and Weblink software integration gave an overview of
the capability and advantages of Laserfiche, new software purchased for the use of
Council, the public and City employees. She explained that Laserfiche Records
Management Edition helps organize, protect and receive information; that Laserfiche
Weblink integrates record access with our existing website, and that Laserfiche Agenda
Manager is a web-browser-based tool that streamlines the agenda process.
2. Discussion of Confidential Matters
On motion of Councillor Chase
Seconded by Councillor White
RESOLVED that the public be excluded from the meeting for the
duration of the discussion on the following matter(s): Personnel Matter 10.2(4)(b);
Contract Negotiations 10.2(4)0); and Civic Recognition 10.2(4)(b).
Question being taken, the motion was carried.
On motion of Councillor Ferguson
Seconded by Councillor White
RESOLVED that the Committee re-convene in open session of
Committee of the Whole to participate in a teach-in on the proposed new Procedural By-
law.

6. Procedural Bv-Iaw - Teach-in
Referring to a submitted electronic slide presentation, the Common Clerk explained the
purpose of a procedural by-law; and why a new one was necessary; reviewed the
differences in process for a committee of the whole meeting; and pointed out the
additions made to the draft by-law since it was last presented to Council. Mr. Woods
explained the merits of a consent agenda, and responded to various questions on the
by-law.
On motion of Councillor Court
Seconded by Councillor Ferguson
RESOLVED that the Committee of the Whole convene in Legal
Session under Section 10.2(4)(f) of the Municipalities Act.
Question being taken, the motion was carried.
