1. Meeting Called To Order
The Mayor called the Committee of the Whole meeting to order.
1.1 Civic Recognition 10.2(4)(b)
Councillor Titus spoke on the issue of recognizing citizens who have made outstanding
contribution to the community by granting the Freedom of the City honor, and suggested
the Irving brothers and Derek Oland as suitable recipients.
Discussion revealed that there may not be unanimous consent which is required to
bestow the honour.
1.2 Possible Grant of Land
Referring to his submitted report and to Council’s referral questioning the City’s authority
to make a grant of land to the Saint John YMCA-YWCA, the City Solicitor advised that
the 2003 change to the Municipalities Act enables the City to make such a grant. He
advised that when planning to grant land, issues such as property value, associated
costs, proposed use, and advantages to the citizens should be considered.
